TONO modernizes concert tariff

TONO is now modernizing the concert tariff so that it better reflects the reality of the concert market, where ticket sales often only make up a portion of the total concert revenue. At the same time, TONO is concerned that organizers will have plenty of time to adapt to the changes, and is therefore fully introducing the model only from 2027.

The new concert tariff means that from 2027 onwards, the TONO payment to composers and lyricists will be calculated as a share of all relevant concert revenues, not just ticket revenues. All relevant concert revenues include any public or private subsidies and support for concert implementation that each individual concert organizer may have. Subsidies that are not related to concert implementation will therefore not be included in the calculation of remuneration to composers and lyricists.

TONO is concerned that the changes will not cause unnecessary additional administration for smaller organizers and individual events and is therefore establishing a lower limit on what is included in the calculation basis.

Grants and support of less than NOK 50,000 per year will not be included as part of the calculation basis. If you receive more than NOK 50,000 in support, you will also first deduct from 50,000 before you are left with the size of the grant that will be included in the remuneration calculation together with gross ticket revenues.

The organizer defines what kind of grant is concert-relevant.

Grants and support are given in many forms – and can be anything from framework grants to earmarked funds. It is the concert organizer themselves who defines which grants and support are directly linked to the concert, and thus are concert-relevant income that should be used as the basis for their income reporting to TONO. TONO will also assist in clarifying what constitutes concert-relevant income.

The calculation is based on TONO's established step model. The step model will also undergo a gradual change towards 2027. Here, the percentage rate will be increased gradually from 2 to 3 percent in step 4, i.e. concerts with income above approximately 220,000 kroner (current rates). The first change will occur on 1.4.2025 when this step will be increased to 2,5 percent. Then to 3 percent on 1.4.2026. The percentage rate on steps 1-3 will remain the same. The same applies to the minimum amount.

Wants dialogue with organizers

TONO's ambition is that these changes will not result in more bureaucracy and increased administrative costs for concert organizers. A major digitalization and simplification project is underway at TONO and by 2027 our goal is that all reporting will be easily done digitally.

TONO is now starting the work of getting all the details and solutions in place for the practical implementation, so that the introduction takes place with the greatest possible degree of simplicity and predictability.
