Now the Music Publishers are distributing the Kopinorvederlaget 2021. Norwegian music publishers can apply for remuneration by Thursday, June 24th at 23:59.
/ 23/06/2021 / Kristian DugstadEvery year, the music publishers receive royalties from the copying of Norwegian musical works from Kopinor. As a member organization of Kopinor, the music publishers are responsible for the management and distribution of royalties that are due to Norwegian music publishers.
Royalties from copying are mainly collective royalties, and there is only statistical material that provides the country of origin of publication and author – but not which work has been copied. The music publishers approved a new model for distribution in 2019.
Due to challenges related to COVID-19, 40 percent of the remuneration received in 2020 was paid in March 2021, to the music publishers that were part of the scheme at that time. This will now be deducted from ordinary payments.
Who can receive compensation?
Norwegian-registered music publishers that are domiciled in Norway may receive remuneration.
Music publishers that receive Kopinorvederlag from the Norwegian Publishers Association cannot receive remuneration.
The distribution is divided into two groups:
The distribution is based on tax returns of turnover (weighted 70%) and number of publications (weighted 30%) of printed and digital sheet music/lyrics, plus turnover from third-party licenses in the last year for the following areas:

Music publishers must therefore fill in debt the form in order to receive compensation based on this.
2. Norwegian Main Settlement from TONO/NCB
The distribution is based on the Norwegian Main Settlement TONO/NCB, including performance/mechanical from co-published and sub-published Norwegian works in Norway.
Norwegian Main Settlement from TONO/NCB is obtained after authorization from music publishers. We are dependent on authorizations and report forms to be able to distribute remuneration, and if this is not submitted, we will not be able to distribute remuneration to your music publisher. If you have submitted an authorization in 2019 or 2020, there is no need to submit a new authorization. Otherwise, it must be submitted again.

Transitional arrangement
As the new distribution model from 2019 results in a shift compared to the previous scheme, a transitional arrangement has been adopted so that music publishers can adapt their activities in accordance with this:
For those music publishers that come out negatively from the scheme versus the distribution model in 2017, they will be compensated with 25% this year, limited to the funds available for the purpose. The funds will be taken from accumulated older copyright royalties.
Music publishers must apply for compensation themselves.
The minimum amount to receive compensation is NOK 250.
