If a municipal unit is to arrange a concert, it is a concert organizer on an equal footing with others, and must obtain a TONO permit, report and pay TONO fees.
/ 13/09/2017 / Willy Martinsen– TONO's agreement with the Central Association of Municipalities allows municipalities to use recorded music in all contexts, regardless of whether it is schools, kindergartens, senior centers, leisure clubs or other institutions. The agreement also covers hold music on telephone lines, wholly owned municipal enterprises and intermunicipal enterprises. For TONO's part, Norwegian municipalities can therefore freely use recorded music, says TONO's marketing director, Tommy Tangløkken.
The agreement covers exclusively the use of recorded music, whether this is for example via CD, radio or a corporate subscription to a streaming service. For this, each municipality pays TONO a fee of just under one krone per inhabitant. It is also important to remember that TONO's license for the use of recorded music includes the clearance of rights for composers, lyricists and music publishers. The municipalities also need an agreement with Gramo for clearing the rights in recorded music for artists, musicians and master owners.

Ordinary concert organizers
Concerts are not included in the KS agreement. For this, municipalities must enter into separate agreements with TONO.
– Many municipal institutions hire artists to perform live music at senior centers, kindergartens, and so on. This is something we at TONO find both enjoyable and important. In such contexts, municipal institutions take on organizing responsibility, pay artist fees, and treat TONO like any other concert organizer, says Tangløkken.
This means that the municipality must contact TONO in advance of concerts and obtain permission, and report to TONO afterwards. The invoice TONO sends the municipality will be an important source of income for the songwriters who have had their songs performed under municipal auspices.
