Effective from the 2017 carry-over year, changes have now been adopted in the settlement model for the subsidized pool.
/ 27/09/2018 / Willy MartinsenTONO's administration, board and distribution committee have been working for a long time to renew TONO's settlement model for the radio area. This is because the previous model was based on FM technology, where the settlement model defined criteria based on, among other things, potential listeners and geographical catchment area. With the transition to DAB, the previous criteria are no longer sufficiently relevant for the settlement of the radio area. Based on a board decision earlier this summer, the settlement for the radio area in the September settlement has been made in line with TONO's new settlement model. The new model means that there has been a change in the weighting between the various NRK radio channels, and that commercial radio channels are settled based on market share.
According to the new model, NRK's radio channels are now settled based on a distribution percentage that, among other things, also takes into account the various channels' listenership numbers in addition to the number of music minutes performed per channel per year, as well as the proportion of in-house productions per channel per year. This means that more is now distributed to P1, P1's district broadcasts and P1+. A smaller proportion is distributed to P2. P3 continues at roughly the same level as before.
Settlements based on music performed on the commercial channels are now allocated based solely on market shares. This means that the minute values for these channels will vary somewhat from quarter to quarter.
Also changes in subsidized pool
Concerts that fall under the guidelines set for the subsidized pool are settled according to a different model than concerts in the fee-based pool. After the educational institutions were removed from the subsidized pool and added to the fee-based pool in 2017, the number of concerts that fall under the subsidized pool has fallen significantly. To ensure that there is not a large difference between the fee paid and paid, it has been decided to introduce floating concert points for the subsidized pool in the same way as in the fee-based pool. This means that the number of concert points is set according to the size of the fee in the order of 1000, as a minimum, up to 10,000, with intervals of 100. The change has been effective from the performance year 2017.
