There are many ways to use music online. Below you will find descriptions and prices for the different areas.

The TONO guide to live streaming online

Synchronizing

Adding music to a moving image or a still image requires a separate license. Such a combination of sound and image is called a synchronization. Examples of this could be a vlog or a video clip with music, a concert recording or a video report.

A synchronization license gives you the right to synchronize, or combine, music with both still and moving images in audiovisual productions.

TONO provides synchronization licenses in the categories you see on the right. For other types of productions, please contact NCB at av.no@ncb.dk.

TONO provides synchronization licenses for smaller video productions such as training videos, art projects, a vlog, video clips with music, etc. The amount of the fee depends on the number of minutes of music, as shown below.

A synchronization license gives you the right to synchronize, that is, combine, music with both still and moving images in audiovisual productions. This can, for example, involve recordings of church services and ceremonies that remain available online after the service or ceremony has been live-streamed. TONO offers synchronization licenses for both individual church services and through ongoing agreements:

– A church service can be available online for up to one week after the event has been held for a fee of kr 557,- plus streaming fee

– A year-long agreement for weekly church services that will be available online for a fee of kr 6.684,- plus streaming fee

In addition to the synchronization license for recordings that remain available online, the actual performance (broadcast/playback) on the Internet must be licensed, and TONO offers both licenses for individual services and through ongoing agreements:

– NOK 372,- for streaming a single church service to the congregation

– NOK 5.305 for up to 30 shipments per half year

– NOK 10.609 for up to 60 shipments per year

Please note that the synchronization license will only apply if the services and ceremonies remain available online. In the case of live streaming, only the performance rights are subject to payment.

TONO also offers performance and synchronization licenses for other types of video productions than church services and ceremonies.

A recording of a concert may be available for up to 7 days after broadcast. kr 557,- for the production plus the streaming fee.

Music streaming

Streaming services are services that provide access to listening to music without downloading a permanent copy.
TONO also licenses rental services and services with temporary downloads such as streaming services, for example, video on-demand services where you must watch the movie within a given time frame, or music subscription services where you can save songs, albums or playlists for offline playback as long as you are a paying subscriber to the service.

Background music on private websites costs 106 kroner per month for up to 10 minutes of music.

For background music on commercial websites, the tariff is 12% of turnover, the minimum fee will depend on the number of visits to the website per month.

Simultaneous and unchanged stream of, for example, a concert or an event.

The tariff is 12% of turnover, and the minimum rate will depend on the duration and size of the event.

Short audio samples that can be streamed but not downloaded.

The tariff is 12% of turnover. The minimum fee is 106 kroner per month for up to 10 minutes of music.

Online music playback where the user can start and stop the music at will.

The tariff is 12% of revenue. The minimum fee is 5 øre per minute of music streamed.

Online video

TONO licenses relevant performance rights and mechanical rights to online services that enable watching, renting and purchasing films online and on mobile devices. This includes both traditional feature films, TV series and other film productions.

TONO licenses streaming of music videos.

The tariff is 12% of revenue. The minimum fee is 42 øre for each time a music video is streamed.

TONO offers several licensing solutions for the use of music in online newspapers' operations. The most common use among these has been related to on-demand streaming of, for example, reports that use both audio and video.

The Norwegian Media Association (MBL) and TONO have negotiated a contractual solution for Norwegian online media houses.

This agreement involves predictable minimum rates based on total activity in the service. This gives the online newspaper considerable room for maneuver within a fixed minimum tariff that starts at NOK 2000 per month.

REPORTAGE / MIXED PRODUCTION

Short reports or productions that use both sound and images. This can range from the publication of a video clip on a website with music to an online newspaper that has limited use of music in its reports.

The tariff is 12% of revenue, with a minimum fee of 5 øre per streamed music minute (link to sample agreement).

Downloading/selling movies is often referred to as Electronic Sell-Through (EST).

The tariff for EST with international films is 3% of turnover, with a minimum fee of NOK 1,63 per sale/download of a film.

Online movie streaming and movie rentals are referred to as video on demand (VoD). Such services typically provide access to the movie either directly or within a limited time period.

The tariff for VoD with international films is 3,5% of turnover, with a minimum fee of 95 øre per viewing/rental of a film.

Download services

Download services are services where you download and store a permanent copy of the music. A downloaded copy can usually be used as freely as physical copies, unless the online store has imposed restrictions in the form of format requirements or similar.

An app is a program that is designed specifically for mobile devices, and TONO licenses the use of music in these apps.

The tariff is 12% of turnover, with minimum rates following the same guidelines as other online services.

Downloading music online is often referred to as DPD (Digital Phonogram Delivery). The vast majority of DPD downloads occur from online stores that sell music, but downloads can also be offered individually in, for example, information/advertising campaigns, etc.

TONO's fixed tariff is 12% of revenue, with a minimum of 82 øre per downloaded song.

TONO licenses the sale and distribution of ringtones at a rate of 10% of turnover, and with a minimum fee of NOK 1,60 per download.

Podcast

TONO's price for the use of music in online services, including podcasts, is 12% of revenue, adjusted for music share. The TONO license gives the podcast the right to use music TONO manages for a fee based on the number of downloaded or streamed music minutes.

For podcasts with a minimum duration of 30 minutes with a maximum music content of 60%, the payment to TONO will be 6% of revenue, but with a minimum of 8 øre per downloaded music minute and 5 øre per streamed music minute.

The fee to be paid for the streaming will be the greater of the revenue-based calculation and the minimum calculation.

It is important to be aware that the TONO license is granted on behalf of composers, lyricists and music publishers. If the podcast is to use recorded music, the recording rights must also be cleared with the record company/artist, as these are not rights that TONO manages.

NOTE: If you are going to create a video podcast, in other words where music will also be used for live images, synchronization rights must also be cleared. TONO can also help with this.

Web radio

Web radio is streamed over the internet, and TONO licenses web radio as a non-interactive streaming service.

The permission to operate web radio is included in a written agreement between TONO and the legal person responsible for the website that makes the channel available.

The web radio is licensed only as a non-interactive streaming service, and the rights licensed through the web radio agreement cannot be transferred to a third party, such as a café or pub.

Interactive services that enable storage, such as podcasts, are not covered by this agreement. If you would like an agreement for interactive use, please go directly to our contact form. here.

The fee for web radio is 12% of the service's gross revenue, adjusted for the music portion of the broadcasts. The minimum fee is as follows:

  • NOK 849 per month per channel for channels with a maximum of 1.000 simultaneous listeners or a maximum of 3.000 monthly listening hours.
  • NOK 1.697 per month per channel for channels with a maximum of 5.000 simultaneous listeners or a maximum of 7.000 monthly listening hours.
  • For channels with listeners/listening hours beyond this, the minimum fee is agreed individually.

The remuneration is calculated and invoiced per calendar year.

In addition, the web radio must clear the rights of record producers and artists with GRAMO.
