KA – Church Employers' and Interest Organization and TONO In May 2015, the Norwegian Community Councils entered into an agreement whereby the Community Councils can pay an annual fee to cover all concerts organised by the municipality's parishes. This is an alternative to applying for permission for each individual concert.

The state has signed an agreement with TONO for music performances that take place at church services and musical recitals within the Church of Norway and other religious communities. The agreement requires free admission and religious preaching at the event.

In May 2021, TONO launched a digital reporting solution for ceremonies.

If an event with preaching has ticket revenue/participant fee, this does not apply to the agreement, and needs to be single-permit.

Church concerts without religious preaching are calculated according to concert rates, based on ticket revenue or audience numbers at free concerts. Collections are not counted as entrance fees/ticket sales, and do not need to be reported.
